我国作为世界上最大的发展中国家,在应对全球气候变化问题的进程中起着举足轻重的作用。受经济规模逐年增加以及以煤炭为主导的能源利用结构的影响,近年来我国二氧化碳排放总量呈快速增长趋势,据预测2020年将超过美国成为世界第一大二氧化碳排放国。我国经济社会发展面临着巨大的碳减排压力,发展低碳经济成为我国践行科学发展观,实现更快更好发展所面临的一个重大课题。目前,一些发达国家在发展低碳经济方面已经积累了丰富的经验,并且取得了显著的成果。这些实际经验为我国发展低碳经济,实现可持续发展提供了重要的参考和借鉴。

China is playing a very important role during the process of solving global climate question as the largest developing country.The growing speed of China's carbon discharge volume is faster and faster owing to the economy's scale and energy's structure during recent years.How to have a low carbon development is a necessary task for China's sustainable development in future.Some developed countries have saved experiences on low carbon economy which offer good lessons to China.
