作为国家水网主骨架和大动脉的核心水源地，南水北调中线水源区面临生态保护压力与产业发展瓶颈并存的双重挑战。为破解生态产品供给机制失灵问题，论文引入生态环境导向开发(EOD)模式，分析其在“生态治理—产业嵌套—价值转化”路径中的机制价值。通过区域供给模式梳理与典型案例剖析，提炼出水源区生态产品供给的主体结构、协同机制与运行特征，构建了涵盖动力机制、运行机制、供给机制与保障机制的市场化供给制度框架。研究认为，EOD模式可有效激发多元主体参与意愿，提升资源要素配置效率，打通生态价值实现路径，为生态功能区绿色转型提供实践支撑。最后提出机制推广需强化区域协同、政策引导与治理绩效评估，以期为生态产品市场化供给机制的优化与落地提供理论参考与路径建议。

As the core water source of the national water network’s main framework and artery,the water source area of the South-to-North Water Diversion Middle Route faces the dual challenges of ecological protection pressure and industrial development bottlenecks.To address the failure of the ecological product supply mechanism,this study introduces the ecological-oriented development (EOD) model and analyzes its mechanism value along the “ecological restoration-industrial integration-value transformation” pathway.By reviewing regional supply models and conducting case studies,the paper identifies the main structure,collaborative mechanisms,and operational characteristics of ecological product supply in the water source area,and constructs a market-oriented supply institutional framework encompassing driving mechanisms,operational mechanisms,supply mechanisms,and safeguard mechanisms.The findings indicate that the EOD model can effectively stimulate the participation willingness of multiple stakeholders,enhance the efficiency of resource allocation,and smooth the path for ecological value realization,thereby providing practical support for the green transformation of ecological function zones.Finally,the study proposes that the promotion of this mechanism should strengthen regional coordination,policy guidance,and governance performance evaluation,in order to optimize and implement the market-oriented supply mechanism for ecological products.
