数字经济发展减少了环境污染吗?——兼议环境规制的调节效应与门槛效应

摘要:

数字化和绿色化是中国现阶段经济转型升级的主要战略和目标,数字经济的发展能否带来生态环境的改善是实现中国经济可持续发展的关键。基于2013—2020年中国30个省份的面板数据,运用熵权法构建数字经济发展指数和环境污染指数,实证检验了二者之间的关系以及着力探讨了环境规制在二者间的调节和门槛效应。研究表明:数字经济发展水平与环境污染之间存在倒“U”型关系,数字经济的发展会先加剧后减少环境污染;环境规制在数字经济对环境污染的影响中发挥了调节作用,当数字经济发展水平较低时,环境规制强化了数字经济对环境污染的负向作用,而当数字经济发展水平较高时,环境规制则会强化数字经济的污染减排作用;门槛效应检验结果显示,当前随着环境规制水平的提高,数字经济的环境污染效应更加严重;数字经济发展水平与环境污染的关系存在空间异质性。研究结论为数字经济发展、环境规制强度设置等方面提供了政策启示。

Abstract:

Digitalization and greenization are the main strategies and goals of China’s economic transformation and upgrading at this stage,and whether the development of digital economy can bring about improvement of ecological environment is the key to achieving sustainable economic development in China.Based on the panel data of 30 provinces from 2013 to 2020 in China,the entropy method is used to construct the digital economy development index and environmental pollution index,and the relationship between them is empirically examined as well as the moderate and threshold effects of environmental regulation between the two is explored.The study shows that there is an inverted U-shaped relationship between the development level of digital economy and environmental pollution,in which the development of digital economy will first aggravates and then reduces environmental pollution.Environmental regulation plays a moderating role in the impact of digital economy on environmental pollution.When the level of development of the digital economy is low,environmental regulations reinforce the negative effect of the digital economy on environmental pollution,while when the level of development of the digital economy is high,environmental regulations reinforce the pollution reduction effect of the digital economy.The threshold effect test result shows that at present,as the level of environmental regulation increases,the environmental pollution effects of the digital economy become more serious.There is spatial heterogeneity in the relationship between the level of digital economy development and environmental pollution.This paper puts forward policy recommendations in terms of digital economy development and environmental regulation intensity setting.
