数字经济与绿色经济的协同发展已成为推动经济社会高质量发展的关键路径,基于2006—2021年中国282个城市的面板数据,运用渐进双重差分方法(DID)探究“宽带中国”战略与低碳城市试点双政策对地区碳排放的协同效应。研究发现:(1)数字化与绿色化政策的协同实施能在保障经济发展的同时降低城市碳排放强度、提高碳全要素生产率,其效果优于单一政策实施。(2)产业集聚效应与技术进步是推动碳减排提质增效的主要路径。(3)东部地区碳排放强度降幅显著优于中西部,第三产业主导城市较第二产业减排成效更为突出;政策协同效应在不同区域和产业类型中均能显著提升碳全要素生产率;空间效应分析表明碳排放治理存在差异化溢出特征。(4)政策实施时序对减排效果具有显著影响,优先推进数字化的地区更利于提升碳全要素生产率,而先行低碳试点城市则在降低碳排放强度方面具有优势。
Abstract:The collaborative development of digital economy and green economy has become a key path to promote high-quality economic and social development. Based on the panel data of 282 cities in China from 2006 to 2021, the progressive differencein-differences method(DID) was used to explore the synergistic effect of the “broadband China” strategy and the low-carbon city pilot dual policy on regional carbon emissions. The findings are as follows:(1) The coordinated implementation of digitization and green policy can reduce urban carbon emission intensity and improve carbon total factor productivity while ensuring economic development, and its effect is better than that of single policy implementation.(2) Industrial agglomeration effect and technological progress are the main ways to promote the quality and efficiency of carbon emission reduction.(3) The reduction of carbon emission intensity in the eastern region is significantly better than that in the central and western regions, and the emission reduction effect of the leading cities in the tertiary industry is more prominent than that in the secondary industry; At the same time, policy synergies can significantly improve carbon total factor productivity in different regions and industry types. The spatial effect analysis shows that there are differentiated spillover characteristics of carbon emission governance.(4) The timing of policy implementation has a significant impact on the emission reduction effect. Regions that give priority to promoting digitalization are more conducive to improving carbon total factor productivity, while pilot low-carbon cities have advantages in reducing carbon emission intensity.
